Charlie is an adorable 7 year old boy (born Nov 2011) who when first brought to the SWI had no obvious medical problems. His medical need is listed as development delay which seems to manifest in verbal delays. He is usually a happy toddler and has bonded well with his caregivers. Charlie is currently living in the welfare center, and is not in ICC care. But the ICC staff regularly collaborate with the welfare center staff, and see many of the paper ready children who reside there.

Charlie loves to play with balls and spend time outside. He will be a huge blessing to any family, has loads of potential once he has one-on-one attention to help him get past his delays. This sweetheart needs a family to help him blossom.
